Ability to Lock down PO portal

I noticed that the supplier can change and add parts, and change prices to a purchase order through their "portal". That shouldn't be the case, that should only be done by a user. It does make sense that they should be able to add the shipping cost.

Hi, this was a feature requested by other users, that applies when buyer has no idea of shipping cost and/or when prices changed between 2 orders. Any changes done by seller can be refused buyer. This works as internal document to agree about prices and other details. As buyer does not pay immediately, this can changed.
